Girl becomes Cambodia’s fifth avian flu victim in 2013

Last Updated on 08 February 2013 By Paola Barisani

A 5-year-old girl from Angk Krasang village, in the Prey Kabass district of Takeo province has died this morning after being confirmed positive for the H5N1 virus, the World Health Organization (WHO) says.

The girl is the 5th avian flu victim in Cambodia since the beginning of the year.

According to the WHO, she developed symptoms on January 25, with fever, cough, and vomiting.

She was initially treated by local private practitioners, but her condition worsened and she was admitted to Kantha Bopha Hospital on January 31 where she died despite intense medical care.

There is evidence of recent deaths among poultry in the girl's village, and the girl had a history of coming into contact with poultry prior to becoming sick.

"This is the sixth case of H5N1 infection in human in early this year, and children still seem to be most vulnerable," Minister of Health Mam Bunheng said.

The Ministry of Health's Rapid Response Teams have gone to the hospital and the field to identify the girl’s close contacts, any epidemiological linkage among the six cases and initiate preventive treatment as required.

In addition, a public health education campaign is being conducted in the village to inform families on how to protect themselves from contracting avian flu.

Bird flu deaths reach five in Cambodia

February 8, 2013 2:05 pm
Phnom Penh - Five people have died from bird flu in Cambodia this year, authorities said Friday, up from three for the whole of 2012.

The fifth fatality from the H5N1 virus was a 5-year-old from Takeo province, who died in hospital on Thursday, said Sonny Inbaraj Krishnan, a spokesman for the World Health Organization (WHO).

A sixth victim recovered in January, he said, adding that no human cases of bird flu have been reported outside Cambodia this year.

A team from the Ministry of Health had travelled to the girl’s village to test residents and advise them on how to avoid infection,he said.

"They will take swabs and draw blood and test it for the virus soas to rule out human-to-human transmission." All human cases of H5N1 have been infected by contact with poultry, but health professionals fear the virus could combine with another or mutate and gain the ability to pass between people.

The authorities in Takeo province in south-eastern Cambodia were also checking that infected birds are not moved. Last month agriculture teams culled 4,700 chickens and ducks in Takeo after another death from the disease.

In 2011 the WHO recorded eight Cambodian deaths from bird flu, the country’s highest toll since the virus was first detected in thecountry in 2005.

The disease has killed 365 people out of 616 infected worldwide in the past decade, the WHO said.//DPA

Flu Epidemic Sweeps Iraq

- 07/02/2013
Baghdad, Feb.7 (BNA) - A flu epidemic gripping Iraq has infected around 500 people and killed 11, Iraq's Minister of Health Majid Hamad Amin Jamil revealed. "The infected cases are declining constantly and the treatment supplies are available," he stressed during a press conference.

"Iraq is the only country that did not gloss on the epidemic flu subject compared to the infected cases in various countries of the world, especially in the Middle East and northern Africa," he stated, noting: "The Parliamentary Committee offered many suggestions to the Ministry such as keeping an operations plan 24/7 by informing the Committee with the daily situation and emphasis on vaccinating of prisoners, victims of floods and Syrian refugees," the statement added.  http://www.bna.bh/portal/en/news/545305

MSF warns of 'emergency' in Myanmar camps

PUBLISHED: 07-FEB-13 11:17AM
YANGON  (AFP) - Medical aid agency Doctors Without Borders warned Thursday of a "humanitarian emergency" in strife-hit western Myanmar with tens of thousands of people unable to access urgently needed medical care.

Doctors Without Borders (Medecins Sans Frontieres) said its teams on the ground in Rakhine State faced threats, hostility and accusations of a bias towards the Rohingya Muslim minority group.

Displaced people living in makeshift camps in Rakhine are cut off from healthcare, clean water and basic provisions, according to the humanitarian group, which has worked in the area for two decades.

"It is among people living in makeshift camps in rice fields or other crowded strips of land that Medecins Sans Frontieres is seeing the most acute medical needs," MSF general director Arjan Hehenkamp said in a statement.

"Ongoing insecurity and repeated threats and intimidation by a small but vocal group within the Rakhine community have severely impacted on our ability to deliver lifesaving medical care."

More than 100,000 people -- mostly Rohingya -- have been displaced and dozens killed since June 2012 in Rakhine in two major eruptions of violence between Buddhists and Muslims, mainly from the Rohingya minority....Myanmar views its population of roughly 800,000 Rohingya as illegal Bangladeshi immigrants and denies them citizenship.

Thousands of Rohingya have fled Myanmar in recent months on rickety boats, mostly believed to be heading for Malaysia.

MSF said some pregnant women faced giving birth in muddy camps without a doctor, while surveys have revealed alarming numbers of acutely malnourished children. Some of the displaced lack access to clean water.

"The only drinking water pond we have is the one which we have to share with the cattle of the nearby village. Five minutes from here is a pond with crystal clear water. We don't dare to go," MSF quoted one displaced man as saying.

Skin infections, worms, chronic coughing and diarrhoea are also common ailments.

MSF urged the Myanmar government and community leaders "to ensure that all people of Rakhine can live without fear of violence, abuse and harassment, and that humanitarian organisations can assist those most in need".

Israel Doctors find three newborns with swine flu virus

Preemies are carrying the disease but not showing symptoms

Three premature babies at the Rambam Medical Center in Haifa were found on Thursday to be carrying the swine flu virus. The H1N1 virus has remained dormant in all three infants, who have been isolated from the other newborns while the hospital conducts an investigation to determine the source of the virus.
So far this winter, two Israelis have died as a result of swine flu. A 3-year-old boy succumbed in mid-January, marking Israel’s first swine flu death since 2009. Two weeks later, a 28-year-old woman died as well.
Health Ministry officials said last month that there were currently no special safeguards prepared against swine flu in Israel, but that the flu vaccine administered this year includes immunization against the life-threatening virus.
Children, the elderly, patients with chronic illnesses and pregnant women are considered to be at high risk of contracting the disease.
Hundreds of cases of the H1N1 virus were recorded in the West Bank in recent weeks, with at least 10 people dying as a result of the illness, according to Israel Radio.

Bird flu prevention in Cambodia ramps up

Following four fatalities last month from bird flu, authorities across the country are scaling up efforts to fend off the virus ahead of the Lunar New Year, which annually sees a dramatic increase in the transportation and sale of poultry, health officials said yesterday.
Officials were spraying disinfectants in areas where poultry is kept and educating residents about how to keep from contracting the virus, said Ngan Nany, Kampong Chhnang province’s Agriculture, Forestry and Fisheries Department director.
“Officials will inspect poultry transported from outside the province or district and spray them to kill the virus before allowing them inside, where they will have to keep them separate from the poultry already there,” Nany said.
Villagers had been instructed to immediately report any suspected cases of bird flu to the local government and health offices, he said.
The Ministry of Health would remind officials to do such preventative work each year before Lunar New Year, he said.
Banteay Meanchey Provincial Deputy Governor Chhum Vannarith said that following a call for action against H5N1 from the ministries of Health and Agriculture, Forestry and Fisheries, officials in his province mobilised in villages to spray disinfectant, hang informational banners and ask villagers to report suspected cases.
He added that chickens and ducks in transit would be monitored.
Sun Dany, Phnom Penh’s Kandal Market manager, said that the market was cleaned every day, with extra attention given to areas that held poultry.
Sonny Krishnan, communications officer for the World Health Organization in Cambodia, said that spraying disinfectant “doesn’t really kill the virus. It’s just to placate people”.
Effective prevention methods included thoroughly cooking poultry and eggs, hand-washing and keeping children from playing with poultry, he said.
Meanwhile, the Vietnamese government announced on Tuesday that its Preventative Medicine Department “has warned eight provinces near the border with Cambodia to step up their prevention and control measures against avian influenza.”
These measures involved increased poultry monitoring, reporting of suspected cases and readying of medical facilities, the state news site said.  http://www.phnompenhpost.com/2013020761234/National/bird-flu-prevention-in-cambodia-ramps-up.html

Path spread of avian influenza may occur through trade between the two countries, cross-border smuggling of poultry, along with the source of infection from wild birds moving between the two countries. In response, the Ministry of Health has implemented strict health, quarantine border with Cambodia.
In addition, Mr. Tran Thanh Duong said: To prevent diseases, especially avian influenza in humans in the Lunar New Year, the Minister of Health has required medical facilities prepared force against the plague, from Cambodia to Vietnam to strengthen supervision, the case of influenza A/H5N1 expression is tightly controlled.

Bird flu re-occurs in Tay Ninh

Thursday, Feb 07, 2013, Posted at: 16:13(GMT+7)

The National Steering Committee of Bird Flu Prevention said that the disease has occurred in the southern province of Tay Ninh at its meeting in February 5 in Hanoi.

The bird flu occurred in two households in Bau Tep village in Ben Cau District and Co Do commune in Tay Ninh Town with more than 3,438 water fowls have either died or been culled so far.

In addition, Cambodian Ministry of Health announced five people have infected with the disease in January, 2013 and four succumbed to the disease.
More dangerous, all districts that reported deaths are located in the border crossings with Vietnam.

Nguyen Duc Trong deputy head of the Department of Animal Health said smuggled unsafe Chinese chickens have re-occurred in markets Ha Vy and Thuong Tin in Hanoi.
Every day 1-2 tons of illegally imported chickens from border crossings imported into the country as related agencies have practiced lax behavior after two month campaign to crack down on this long-existing problem.

Accordingly, Cao Duc Phat, Minister  of Agriculture and Rural Development and head of the National Steering Committee of Bird Flu Prevention has sent an urgent dispatch ordering municipal and provincial chairpersons to enhance prevention of bird flu to early detect infected chickens, especially in highly vulnerable areas.

Bird flu recurs, urgent warning released
VietNamNet Bridge – The Ministry of Agriculture and Rural Development (MARD) has issued an urgent warning of bird flu after the deadly disease was recently detected in Tay Ninh Province.
At a February 5 meeting in Hanoi, the National Steering Committee for Bird Flu Control reported that bird flu recurred in Tay Ninh  in late January, with outbreaks found at two farms in Ben Cau District and Tay Ninh Town.
The total number of dead, sick, and culled birds amounted to nearly 3,500, according to the Animal Health Department under the MARD.
Tay Ninh borders Cambodia where four out of five A/H5N1 human cases were confirmed dead in January 2013.
It is dangerous that all the four dead cases live in areas that share borders with Vietnamese localities.
There is growing concern about a recurrence of bird flu when large amounts of chickens are used for meat during the lunar New Year (Tet) holiday.
In addition, poor-quality chickens imported from China have been found in Hanoi’s Ha Vi poultry wholesale market since late January.
Between one to two tonnes of discarded chickens were transported to the market from border provinces, said Nguyen Duc Trong, Deputy Head of the Livestock Department under the MARD.
He warned about the lax management of controlling poultry imports in border provinces that could increase a potential risk of bird flu.
MARD Minister Cao Duc Phat asked localities and relevant agencies to strengthen inspections and monitoring to early detect and deal with new outbreaks in high-risk areas, especially along the border.
He reminded the veterinary service to devise prevention plans to cope with any possible worse cases.
The public security force was asked to work closely with the veterinary service to keep a close watch on the transport and trading of imported poultry and related products of unknown origin.
Bird flu affected localities were required to immediately cull suspected birds, sterilise farms, control the transport of sick chickens, and vaccinate poultry flocks http://english.vietnamnet.vn/fms/society/66071/bird-flu-recurs--urgent-warning-released.html

New Whooping Cough Strain in US Raises Questions

Researchers have discovered the first U.S. cases of whooping cough caused by a germ that may be resistant to the vaccine.
Health officials are looking into whether cases like the dozen found in Philadelphia might be one reason the nation just had its worst year for whooping cough in six decades. The new bug was previously reported in Japan, France and Finland.
"It's quite intriguing. It's the first time we've seen this here," said Dr. Tom Clark of the Centers for Disease Control and Prevention.
The U.S. cases are detailed in a brief report from the CDC and other researchers in Thursday's New England Journal of Medicine...

Flu quarantines 700 inmates at Cook County Jail

A bad case of the stomach flu among several dozen prisoners has led to a quarantine in a division of the Cook County Jail affecting 700 inmates, officials said.

The quarantine means that the inmates in the minimum and medium security divsion will essentially be stuck in their cells and will not be able to have visitors, according to a press release issued by Cook County Sheriff Thomas J. Dart.

The quarantine was called after inmates began getting sick on Monday and the numbers continued increasing. As of Wednesday, there were between 30 and 40 inmates confirmed with the flu virus, said Dart Spokesman Frank Bilecki.

Officials said the quarantine will remain in place until further notice.

While the quarantine is in affect, the division’s living, dining, shower, toilet, and all "high touch surface areas" will be disinfected, according to the statement. Linens have been changed and are being laundered separately, according to Dart's office.

The flu bug is also playing havoc on work programs involving the inmates in and outside of the jail.
Many of the inmates work in the jail’s kitchen and assist in transporting meals to other prisoners but will not be able to do so until the quarantine is lifted, Bilecki said.
It may also affect the jail's bottom line as the departmenet may have to pay overtime for staff who may be called in to fill the gap, said to cover food transportation and cleaning responsibilities if the outbreak continues to other divisions, he said.

The sheriff's office is watching to make sure that the outbreak doesn't extend to staff and other inmates in different divisions, Dart said.  http://www.chicagotribune.com/news/local/breaking/chi-flu-cook-county-jail-20130206,0,2145536.story

Thousands of Dead Duck, Bird Flu Outbreak Threatens Sumatra Return

Wednesday, February 6, 2013 - 22:14
H5N1 Clade 2.3.2 type (bird flu virus) again threatened West Sumatra. At least 1207 ducks died suddenly in the village of Kampung Lintang, Nagari Sunur, Sabaris Nan District, District Padangpariaman. .

Department of Agriculture, Animal Husbandry and Forestry Pariaman, directly fielded Participatory Disease Surveillance and Response (PDSR) or bird flu rapid response teams to deal with such cases. Next, the team conducted a genocide against 169 ducks belonging to one farmer.

"From the results of the rapid test performed officials, the dead ducks were positive for the bird flu virus," said Head of the Department of Agriculture, Animal Husbandry and Forestry Pariaman, Akhiruddin in Padangpariaman as reported by Reuters on Wednesday (06/02).

In the village, there are at least approximately 3,000 more owned by breeder ducks. The amount is at risk of contracting the virus because it is close to the area where the outbreak of the ducks that had been destroyed. Moreover, the pattern of farmers by releasing ducks into the rice paddies and some even throw duck carcass into the river, will also have an impact on the wider spread of the virus.

"We predict a radius of three kilometers, the virus can spread to other birds and is quite risky for the local people," said Head of Animal Care Department of Agriculture, Animal Husbandry and Forestry Pariaman, Dahlia.

He said there were six people duck farmers in the area. The average farmer has about 300 to 600 seeds. The ducks from four breeders of them, tested positive for the H5N1 clade 2.3.2, while the other two have not been affected.

Dahlia said, given the risks that can arise in such cases, it has been counseling the farmers not to release their ducks. He added that the government has prepared Pariaman district compensation for culled ducks, amounting to Rp 5,000 and Rp 10 thousand young ducks for duck that has been laying.

According to farmers, seed purchased from Payakumbuh duck. Breeder ducks buy seeds from two days at a price of Rp12 thousand per head. Dean was one of 169 duck breeders destroyed by Department of Agriculture officials and local farms. He admitted his hundreds of ducks died several days ago.

"After 11 days of the purchase of Payakumbuh, one duck died suddenly and before the remaining half destroyed," he said.

He said, no obvious signs before death the ducks. In the morning there were three to seven tails off, and noon to grow and some even died instantly as many as 30 individuals simultaneously, he added.

He added that before his ducks died suddenly, hundreds of ducks owned by other breeders within 300 meters from his dead first. Case ducks died suddenly in Padang Pariaman district is the case with the second largest number of poultry deaths in the thousands tails in West Sumatra.

Previous H5N1 virus causes sudden death in 1416 laying ducks belonging to several farmers in three different villages, in the District Lamposi Tigo Nagori (Latina) and the District of North Payakumbuh, Payakumbuh known on December 26, 2012.

"Sudden death in ducks in this area is similar to the incidence in Payakumbuh ducks in December last year, and can be presumed that the virus infecting ducks in Padang Pariaman was acquired from ducks from Payakumbuh," said Coordinator of Local Disease Control Centre (LDCC) or Centers for Disease Control Department of Animal Husbandry Veterinary Sumatra, Eni Haswita.

According to him, the cause of death in ducks was identified as H5N1 Clade 2.3.2 viruses that have never existed in Indonesia.

He said the results of the Central Veterinary Research through an examination of Molecular Biology of the virus H5N1 Clade 2.3.2 shows the eight different genes with H5N1 Clade 2.1.1, Clade Clade 2.1.2 and 2.1.3. This means that the virus is not the result of mutation of the H5N1 virus that already exist in Indonesia, but the introduction of a new virus.

"Between H5N1 Clade 2.3.2 with previous virus equally deadly to poultry and can potentially be transmitted to humans and the difference is H5N1 Clade 2.3.2 Virus has so far been reported to cause many deaths in ducks," he said.

Meanwhile, to prevent further spread, farmers who were in the vicinity of the outbreak of duck, should be more vigilant. They should not release their ducks in paddy fields or the environment. Typhoid fever case hits Purdue's campus

Updated: Tuesday, 05 Feb 2013, 4:39 PM EST
Published : Tuesday, 05 Feb 2013, 4:27 PM EST
WEST LAFAYETTE, Ind. (WLFI) - State health officials say a positive case of typhoid fever has popped up at Purdue – and it was found in a University food handler.
Local health officials and Purdue are working with the Indiana State Department of Health to investigate the case and assess the risk to the public.
Anyone who ate at the Boiler Bistro, John Purdue Room, or the coffee shop, Lavazza, at Marriott Hall on Purdue’s campus from Jan. 23 to Jan. 25 could be at risk.
Health officials say you should head to your doctor right away if you start to experience symptoms such as a high fever (103 to 104 degrees Fahrenheit), weakness, stomach pains, headache, nausea, vomiting, diarrhea or loss of appetite. In some cases, a rash of flat, rose-colored spots may appear.
Symptoms usually begin within 8-14 days but could appear for up to 30 days.
“Unfortunately, symptoms of typhoid fever can resemble other illnesses, so for those individuals who may have been exposed, it’s critical to see healthcare provider right away if you begin to experience symptoms,” said State Health Commissioner William VanNess II, M.D. “Be sure to tell your physician that you may have been exposed to typhoid fever.”
You are at risk of typhoid fever if you eat food or drink beverages that have been handled by someone who has Salmonella Typhi or if sewage contaminated with the bacteria gets into water used for drinking or washing food. Typhoid fever is more common in areas where hand washing isn’t as frequent and water can be dirtied by sewage.
The only way to be sure if an illness is actually typhoid fever is to have samples of stool or blood tested for the presence of the bacteria. If you think you have the illness, don’t prepare any food or drink for anyone, or even care for young kids or hospitalized patients.
Typhoid fever is a life-threatening illness that occurs roughly 400 times per year in the U.S., with 75 percent of these acquired while traveling internationally.
The fever is still common in the developing world, where it hits about 21.5 million people each year.
This case at Purdue being investigated recently traveled internationally, which is where the infection was introduced.
Even if symptoms of the illness disappear, you can still carry Salmonella Typhi and the illness could return or be passed on to others.
Typhoid fever can usually be treated successfully with appropriate antibiotics, which can make someone infected feel better within two to three days.
Deaths from typhoid fever rarely occur, but people who don’t treat the illness could continue to have a fever for weeks or months. If left untreated, it could be fatal.
For more information about typhoid fever, head to the Department of Health’s website .

Why are so many seniors dying of flu?

CBS News) The U.S. Centers for Disease Control and Prevention says senior citizens are dying at the highest rate ever seen from the flu.
They're dying more often because this year's flu strain is "a bit more virulent" than previous years, according to Dr. William Schaffner, of Vanderbilt University, past president of the National Foundation for Infectious Diseases.
Seniors are often more susceptible to flu, according to Schaffner, because their immune systems are more frail than young, robust people. He said, "When flu strikes, they're more likely to get the complications of influenza."
But this year's strain is "more apt to cause serious disease," he said. "That's a nasty combination -- more virulent virus and seniors, of course, who are frail," Schaffner said. "So we're seeing complications, hospitalizations, and some deaths in seniors now."
Schaffner said serious flu comes every winter and suggested everyone get their flu shot every year in the fall. However, if you feel sick, Schaffner said you should call your health care provider to get a prescription anti-viral, such as Tamiflu, to reduce the duration and severity of the illness.
