Dr. Margaret Chan, secretary-general of the World Health Organization, will arrive at the end of this week to make her first visit – and the first by any WHO secretary-general – to Israel. Chan, who has been WHO secretary-general since 2006, is now in her second term, which is due to end in June 2017.

An expert in infectious diseases, Chan was born in the People’s Republic of China, studied medicine at Canada’s University of Western Ontario and then joined the Hong Kong department of health in 1978 and the UN organization in 2003.

Israel has long been part of the European division of the WHO, rather than the Eastern Mediterranean division it had previously joined, because the latter consists mostly of Arab countries that are hostile to the Jewish state.

Early in her first term, Chan told The Jerusalem Post in Geneva that she respected Israelis for their expertise in public health and invited more of them to contribute their professional skills to the WHO.

In her tenure so far as chief of the WHO, she has launched new services to prevent the spread of disease and promote better health. She has also introduced new initiatives to improve communicable disease surveillance and response, enhance training for public-health professionals and establish better local and international collaboration.

Chan is regarded as a strong and activist secretary-general. She has managed outbreaks of avian influenza and of severe acute respiratory syndrome (SARS).

She came under criticism in 2009 for what was claimed to be the WHO’s “failure” to control H1N1 avian flu before it spread from Southeast Asia and killed some 17,000 around the world.

But she was widely praised for dealing with the epidemic after it spread globally.

The WHO, which coordinates UN policy on health, has 190 members.

Chan will be accompanied by Zsuzsanna Jakab, who is the WHO’s regional director for Europe, and by Dr. Ala Alwan, who is a native of Iraq.

Prof. Ronni Gamzu, the Health Ministry’s director-general, invited Chan to Israel. She agreed but asked that a tour of the Palestinian Authority’s health facilities be included.

On Sunday, the delegation will visit ministry officials at its Jerusalem headquarters and then tour community clinics of Clalit Health Services and Maccabi Health Services in Modi’in. She will then visit Tel Aviv Sourasky Medical Center, including its Dana Hospital, and meet people who run the clinic for African and other refugees in Tel Aviv. Chan will also tour Sheba Medical Center’s medical simulation center (MSR), headed by Prof. Amitai Ziv of Tel Hashomer.

On Sunday night, Health Minister Yael German will host the delegation for dinner, to be attended by senior health system leaders.

Chan will visit Yad Vashem on Monday and leave in the afternoon, when she will go to the Palestinian Authority and be hosted by its health minister. http://www.jpost.com/Health/Article.aspx?ID=310153&R=R1

Bird flu found on Bernard Matthews farm in East Anglia

BIRD flu has been discovered at a Bernard Matthews farm in Suffolk, Defra has confirmed.
Initial tests on the poultry have ruled out the H5 or H7 strains of the disease, which have the potential to be highly pathogenic and spread quickly.
Defra said as a precaution the premises will remain under restriction pending further routine veterinary investigations.
It added: “Poultry keepers should remain vigilant by looking for any signs of disease in their birds. Any concerns should be reported immediately to their local vet or the Animal Health and Veterinary Laboratories Agency.”
This is the thrid time bird flu has been discovered on a Bernard Matthews farm. In statement, the compnay said: “Bernard Matthews can confirm that some of the birds at one of the business’ farms showed signs of ill health over the weekend.
“The company felt it was appropriate to report this to DEFRA. They have detected the presence of an avian influenza virus, but not the virulent H5 or H7 form.
Some restrictions are in place as a precaution, but are expected to be lifted in the next few days.”
The BBC is reporting that the farm in question is based at Ubbeston, near Halesworth.

Experts: H7N9 avian influenza still no human-to-human transmission evidence of

prevention and control measures not changed

2013 04 17, 20:18International Online reports (Reporter Pan Ying): human infection with the H7N9 avian flu, the National Health and Family Planning Commission on the 17th organized experts answering questions from reporters. The experts said that the current route of transmission of the virus from birds to humans, there is no formation of an effective human-to-human transmission, will not change the existing prevention and control strategies.
17, 2009, media reported that the Hong Kong Centre for Health Protection wrote Dr. Xiang Quangang that this virus may be limited human-human transmission occurs. Feng Zijian, director of the Chinese Center for Disease Control Health Emergency Center, said, This is mainly for family clusters of cases made earlier speculated. Family clusters of cases, whether it is caused by infection due to each other, or due to exposure to common environmental cause is still under investigation. Infection continues from birds to people, there is no formation of an effective human-to-human transmission.
And poultry contact number, but very few people incidence, indicating that the H7N9 virus does not easily infect occasionally infect humans from birds, can lead to the specific susceptible population, which is the basis of limited human-to-human transmission is not a transmission of a few people, or the spread of multi-generational, three generations of cases of secondary cases, do not have this phenomenon. "
Feng Zijian example, H5N1 avian influenza have been many incidents of family clusters of cases, but in 15 years, the H5N1 virus is still maintained route of transmission from birds to people around the world in hundreds, only 45 cases.
Discharged from the first confirmed cases in Beijing in the afternoon of the 17th, but the vast majority of patients are still in a severe state.According to the Beijing Ditan infectious diseases treatment center director Li Xingwang In order to improve the success rate of treatment of cases, medical institutions body temperature more than 38 degrees in patients with flu-like symptoms will be screening found that nucleic acid testing positive patients, Tamiflu as soon as possible antiviral therapy.
Treatment in advance to influenza stage (development) pneumonia (Tamiflu) drug treatment is effective, but this drug, usually within 36 hours, up to more than 48 hours effective all influenza symptoms, the first to be collected specimens for screening, early drug treatment, the risk of such severe development. "
At present, H7N9 avian influenza, health and disease control departments to take active screening strategy, found a human infection with the H7N9 avian influenza virus carriers, but in other cases areas has not started active screening. Feng Zijian, director of Chinese Center for Disease Control Emergency Office said that this prevention and control measures should be encouraged, but at the national level, it will not change the existing prevention and control strategies.
"Did not carry out the national screening program, there is no evidence that you want to change the prevention and control measures taken around the active surveillance measures, it is difficult as the national measures deployment, but the place of work or should be encouraged, our understanding of disease limited screening for future work, but it is not national measures. "
According to reports, the burden of medical expenses for human infection with the H7N9 avian influenza patients, Health and Family Planning Commission recently issued a notice requirements the H7N9 medical expenses included in the new rural cooperative medical reimbursement, to effectively reduce the burden on patients medicine. The relevant person in charge of Health and Family Planning Commission, Zhu said Hiroaki never allowed to be affected due to cost issues and give up the treatment of the phenomenon.
"Designated medical institutions, has made it clear to those who bear the H7N9 clinics tasks fully integrated into the designated medical institutions, the scope of reimbursement, if they meet the treatment program, all the drugs included in the scope of the new rural cooperative reimbursement proportion disease needs for treatment at the provincial level, we require reference to the county level of reimbursement of treatment as soon as possible and to avoid delay treatment due to cost issues. However, the study of the vaccine virus and the production of vaccines is completely different issue, WHO is currently no vaccine production decision. WHO said it would decide whether to produce the H7N9 bird flu vaccine, depending on the development of the epidemic situation in accordance with the need of the public health.  http://news.yninfo.com/world/201304/t20130417_2037688.htm

Grain of salt and a shot of tequila

It's coming, but not full bore yet. Soon it will though, as they finally admitted no contact with birds and limited h2h in some cases. Only a matter of time and the pandemic level will have to be raised. By then you should know what you need to hunker down a bit. It was on tv, but not for the past 5 days, some of that due to the Boston attack. It is on international channels. There are  alot of people already sick, without symptoms at all. You will hear about them soon. HOWEVER, the ones that are sick, are seriously sick.. like gonna die sick. Within the week we will bust a 100 easy, and it will push the bombings off tv.
Now that they have admitted no poultry contact is needed, it is all panic control from here on out.  No vaccine coming anytime soon. I believe it is already out of the country. Take everything I say with a grain of salt and a shot of tequila.

WHO says no poultry contact in some China bird flu cases

GENEVA/BEIJING | Wed Apr 17, 2013 6:40am EDT
(Reuters) - The World Health Organization said on Wednesday that a number of people who have tested positive for a new strain of bird flu in China have had no history of contact with poultry, adding to the mystery about the virus that has killed 16 people to date.
WHO spokesman Gregory Hartl confirmed that "there are people who have no history of contact with poultry", after a top Chinese scientist was quoted as saying that about 40 percent of those with the H7N9 virus had had no contact with fowl.
"This is one of the puzzles still (to) be solved and therefore argues for a wide investigation net," Hartl said in emailed comments, though he added he did not know the exact percentage.
China has warned that the number of infections could rise from the current 77. The latest victims are from the commercial capital of Shanghai, where the majority of the cases have been found, the official Xinhua news agency said on Tuesday.
China reported three new outbreaks to the World Animal Health Organization (OIE) this week, bringing the total number of places to 11, the OIE said on its website.
The exact source of infection remains unknown and no human-to-human spread of the virus has been confirmed.
Samples have tested positive in some poultry markets that remain the focus of investigation by China and the U.N.'s Food and Agriculture Organization.
Zeng Guang, the chief scientist in charge of epidemiology at the China Disease Prevention and Control Centre (CDPCC), said about 40 percent of the victims had no clear history of poultry exposure, the Beijing News reported on Wednesday.
"How did these people get infected? It's a mystery," Zeng was quoted as saying.
According to a Reuters analysis of the infections, based on state media reports, only 10 of the 77 cases as of Tuesday have had contact with poultry.
The CDPCC declined to comment when asked by Reuters.
WHO said no H7N9 vaccine was currently being produced. "Such a decision will depend, for WHO's part, on public health considerations," it said. "We must see how H7N9 develops before any such decision is considered."
The U.S. Centers for Disease Control and Prevention (CDC) said in early April it had started work on a vaccine just in case it was needed.
China's poultry sector has recorded losses of more than 10 billion yuan ($1.6 billion) since reports emerged of the new strain two weeks ago, an official at the country's National Poultry Industry Association said on Tuesday.
Authorities have slaughtered thousands of birds and closed live poultry markets in Shanghai and Beijing in an attempt to reduce the rate of human infection.
An international team of flu experts will go to China this week to help with investigations into the virus, WHO said on Tuesday.
China said on Sunday the virus had spread outside the Yangtze River delta region in eastern China, with cases reported in the capital Beijing and the central province of Henan.

The country has confirmed 79 cases of H7N9 infection

2013 04 17 2011 19:52

Network Beijing on April 17 (Reporter Li Xin-li car Hou Yan quiet the text), according to Voice of China "National Network News" reported from the first case of human infection of H7N9 avian influenza cases found so far, there have been 18 days six p.m. (17) As of today, the country confirmed 79 cases of infection, including 16 deaths. Among them, the Shanghai new case of human infection of H7N9 avian influenza confirmed cases. Hunan Province briefing this morning case of human infection with H7N9 retrospective case, the patient back to health.
On the development of the epidemic, CDC experts said today that the H7N9 avian influenza virus has not yet form an effective human-to-human transmission, will not change the existing prevention and control strategies.
Previously, reports of human infection H7H9 avian influenza cases of family aggregation type. Some media reported that the Hong Kong Centre for Health Protection wrote Dr. Xiang Quangang that this virus may be limited human-to-human transmission. Feng Zijian, director of the China CDC health emergency center, said the virus still is from birds to people, there is no formation of an effective human-to-human transmission.
Feng Zijian: the number of contact and poultry, but very few people incidence, indicating that the avian influenza virus is not easily infected. Human infection, can lead to specific population susceptible to infection, which is the basis of limited human-to-human transmission. A transmission of a few people, or the spread of multi-generational phenomenon of the second generation of cases three generations of cases, from the epidemiological called a limited number of human-to-human transmission, do not have this phenomenon.
At present, H7N9 avian influenza, health and disease control departments to take active screening strategies, screening objects include not only patients with influenza-like illness, including those engaged in poultry slaughter, breeding and other high-risk groups, but also for the general population random detection. Feng Zijian, this prevention and control measures should be encouraged, but at the national level, it will not change the existing prevention and control strategies.
Feng Zijian: Health and Family Planning Commission does not require to carry out national screening program, there is no evidence to change the prevention and control measures. Taken around the active surveillance measures, it is difficult as a national deployment, place of work or should be encouraged.
State Administration of Traditional human infection of H7N9 avian influenza epidemic prevention and control work leading group office director Xuzhi Ren said today that currently 77 confirmed cases of Chinese medicine involved in the treatment of 24 cases of Chinese medicine early disease, avian influenza effect is obvious.
Xuzhi Ren: Beijing cases illustrates the problem. Treatment with Tamiflu 15 hours burning is no retreat, Chinese three hours to burn slowly down.
Ministry of Agriculture informed today that, as of now, only in the the sample and feral pigeons samples of live poultry market in the isolated H7N9 avian influenza virus H7N9 isolated from samples collected in the livestock and poultry farms, wild bird habitat and slaughterhouses were not avian influenza virus, poultry farms around the investigation and no abnormal situation. http://news.sina.com.cn/c/2013-04-17/195226857599.shtml

Bird flu found at Bernard Matthews farm in Suffolk

Restrictions are in place at a Suffolk poultry farm after a bird flu outbreak.

Tests are being carried out after signs of the disease were spotted at a Bernard Matthews farm, which is not being identified.
Bird flu has been detected, but Defra said initial tests were negative for the H5 and H7 strains, which are a potential threat to humans.
Movement restrictions are in place at the farm and further tests are due to take place.
'Virus detected'
A Defra spokesman said: "We are awaiting further laboratory test results from an on-going investigation into suspect avian disease at a premises in the South East.
"The premises remains under restriction pending further results. Public Health England are aware and are ready to take the necessary action pending further test results."
A company spokesman said: "Bernard Matthews can confirm that Defra have undertaken tests for avian influenza on one of its farms following notification by the company after some birds showed signs of ill health over the weekend.
"The tests have detected the presence of an avian influenza virus, but Defra have confirmed it is not the highly pathogenic types H5 or H7.
"As a precaution, the farm remains currently under movement restrictions but these are expected to be lifted in the next few days.

Suffolk: Bird flu scare at Bernard Matthews poultry farm

Wednesday, April 17, 2013 \
TEMPORARY restrictions have been put in place at a Suffolk poultry farm following a bird flu scare.Animal health scientists are awaiting further tests after initial results came back negative for the H5 and H7 strains of avian influenza (AI) - both considered a potential threat to humans - at a Bernard Matthews farm.
Officials from the Department for Environment, Food and Rural Affairs (Defra) would not confirm where the tests had been carried out but said experts were called after a bird displayed respiratory problems.
They warned poultry keepers to stay vigilant and report any concerns to the animal health agency or to a vet.
A Defra spokeswoman said that both strains had the potential to be “highly pathogenic” but that tests had so far returned negative results.
Meanwhile, activities at the plant have been restricted as a precaution while further tests are completed.
A spokesperson for Bernard Matthews said: “We can confirm that some of our birds at one of our farms showed signs of ill health over the weekend. We felt it appropriate to report this to DEFRA. They have detected the presence of an avian influenza virus, but not the virulent H5 or H7 form. Some restrictions are in place as a precaution, but are expected to be lifted in the next few days.”...

Scientists are concerned that the H7N9 virus pandemic could be devastating in the world, in China (China), it has proved dangerous levels compared with the H5N1 virus.
First case of H7N9 infection is China announced on 31/3. After a week, recorded 24 cases. After the first two days of the third week, with up to 63 with 14 deaths. Meanwhile, during the past decade, China has only 45 people infected with the H5N1 flu virus.
Although not detected any cases of transmission from person to person, the H5N1 virus has killed 371 people worldwide. Therefore, experts fear the possibility of bad script when the H7N9 spread outside of China although not identified cases of direct transmission from person to person by H7N9.http://www.tienphong.vn/Suc-Khoe/623002/H7N9-tan-pha-ghe-hon-H5N1-tpp.html

"Avian flu" H7N9 cases increasing 14, cases of limited human-human transmission of the deadly new virus

Mainland H7N9 avian flu cases yesterday single-day increase in 14 cases, up to the explosive epidemic, has accumulated 77, 14 people were killed. Father and son and the couple has infected Shanghai, for the earlier, the CHP sent a letter to all doctors deadly new viruses or limited human-human transmission.

Mainland experts disclosed that one gene mutation of the H7N9 virus first appeared in the H5 and H7 viruses, caused by a new virus adhesion in human upper respiratory tract cells, compared to is H5N1 more easily through droplets human-to-human transmission.
Representatives of the Hong Kong Society for Infectious Diseases Tsang Tak Yin refers the past H5N1 virus majority can only be so in the human body respiratory tract (lung) the cell protein -2,3 identification of both to adhesion together, but the H7N9 virus due to the Q226L location gene mutation upper respiratory cell protein-2 ,6 identification, cause lets combination of virus propagation in the upper respiratory tract, which is similar to a lot of seasonal influenza virus, so when the person coughs, the virus can be upper respiratory ejected infect another person growth opportunities for human-to-human transmission, but the H5N1 virus, the majority of the lower respiratory tract breeding, it is not easy human-to-human transmission.

WHO and ECDC (European Disease Prevention and Control Center) to worry about, such as gene sequencing variation is really in the upper respiratory tract infection, the risk of human to human transmission will be easier, gene mutations arising worried. Into avian flu did not come into contact with poultry

Experts suggest four provinces in East China should prevent rural poultry and migratory birds in contact
Zeng Guang, chief scientist of the Chinese Center for Disease Control Epidemiology, Chaoyang District CDC expert advisory experts said yesterday that there are now nearly 40% of the H7N9 avian flu patients not clear poultry history of exposure to an urgent need to find the sources of infection.
Reporters learned from Chaoyang District CDC, from the situation of the confirmed cases, cases over the age of 50 accounted for 78%, over the age of 60 accounted for 71% of the cases in the elderly population is susceptible groups.
Recommend screening healthy people carrying the virus
Chaoyang District, discovered the first case of healthy people carry the H7N9 avian influenza virus, this finding is very important. "Zeng said," there are now nearly 40% of patients do not have a clear history of poultry contact, these people in the end is how infection? Still a mystery. "
He suggested that screening healthy people carry the H7N9 avian influenza virus isolated phenomenon or a common phenomenon in other regions. If healthy people can carry H7N9 avian influenza virus widely, it is necessary to appropriate prevention and control measures.
H7N9 avian flu patients may have a detoxification period
Zeng Guang said the H7N9 avian influenza virus in patients with a detoxification period may still exist, "he did not spread to close contacts does not mean not to detox." He further explained that this is because only a handful of bird flu receptor allow the virus to enter the body.
"We are the prevention and control of patient long will it take?" He said, such studies need to be strengthened, and equally important to study the virus variability.
Zeng Guang, also believe that the urgent need to clarify the natural history of the H7N9, or prevention strategy is difficult to say right or wrong. For example, the disease incubation period how long? Now say seven days but this inference is based on other avian influenza, not according to the disease detected. "
Public concern about the H7N9 vaccine, Zeng Guang, now or in the virus during the study period, should avoid the virus did not study clearly on the vaccine.http://news.xinhuanet.com/fortune/2013-04/17/c_124589659.htm

40% Of Chinese Sick With H7N9 Bird Flu Had No Contact With Poultry -- Report

Forty percent of China’s H7N9 bird flu cases involve individuals that have had no clear-cut contact with poultry, the Beijing News newspaper reported today.     Sizing up the risks from the disease, experts working with the government’s National Health and Family Planning Commission said yesterday the origin of the disease is infected poultry or an environment that has been infected by poultry, the newspaper said.  As a result, the important dangers for individuals are contact with infected poultry or exposure to live poultry markets, the report said.

Until the spread is effectively controlled, the number of cases many continue to increase, the newspaper said.
With the disease spreading and possible carriers in the population, the Chinese Center for Disease Control and Prevention is considering expanded monitoring.

Dear China-I saved you some time

We are in a fluid situation as #H7N9 investigations find more clues. So far, there is little evidence of any human-to-human transmission
Limited human-to-human transmission may occur where there is close contact between cases and other individuals (e.g. family)
But we have seen no human-to-human transmission - even suspected - outside of very close personal contacts, so no sustained H2H

..Investigations into the possible sources of infection and reservoirs of the virus are ongoing. Until the source of infection has been identified, it is expected that there will be further cases of human infection with the virus in China.
..WHO does not advise special screening at points of entry with regard to this event, nor does it recommend that any travel or trade restrictions be applied... http://www.who.int/csr/don/2013_04_16/en/index.html

So.. we are in a fluid situation.  Well that explains a lot! What we need, is to be told is the truth, either by you or the WHO. This report and tweets are giving a false sense of control, while covering your asses. I read this news everyday, along with many others that may not be so quick to point out the misrepresentations of the current situation. I guess they are afraid you are going to turn off all the news reports, as you have threatened.
I see you came up with an official name for H7N9. Trying to beat the rush, eh? That won't matter either, because they will tie it in to China anyway, prolly Shanghai flu or some such moniker.

You have a cozy relationship with the WHO and are spoon feeding roughly 5 cases a day for the past week, and now they are up to about 8-10. What are you going to say when it is up to 20 cases a day?

When WHO get to China, are you going to show them you around to all the labs and tell them how wonderful everything is??.. Give a few samples and keep a few?Do you intend to actually and factually tell us what the hell is going on there?
Or will this outbreak be like the new coronavirus? DISAPEARING FROM ALL MEDIA? This is exactly what happened to the new H5N1 strain that was, up to a month ago killing every duck and chicken for miles around in Indonesia. I guess that just flew away too.

Now we have an asymptomatic case and there are more of them that won't be tested.  New provinces..plus some H1N1, dead pigs and dogs and chickens, sparrows and some H5N1 floating around. You got quite a viral stew brewin' up there! When are you gonna comment on that?

Tell ya what...this strain has already left china. No way around it. I am wondering when are you gonna let the WHO tell us?...now you are trying to tell me..

1.So far, there is little evidence of any human-to-human transmission.
Prove it. What LITTLE evidence do you have? Should I link all the highly suspected cases for you? We both know there is no need for that, but they are on this blog, and a couple others..and you know that too.

2.human-to-human transmission may occur where there is close contact between cases and other individuals.
It MAY occur? So you just don't know ANYTHING ABOUT IT, huh? Already asymptomatic cases and hospitals refusing to test. Rumors shot down, only to be verified 2 days later,"Beijing",..but you just don't know, it MAY occur?

3. But we have seen no human-to-human transmission - even suspected - outside of very close personal contacts, so no sustained H2H.

Again, none even SUSPECTED outside of very personal close contacts.. I guess that is why all the Tamiflu being passed out..just in case.
How much of that stuff has gone out? One report on this blog says 130 were on it, involving just 1 case. Good thing you have 200 million doses! That stuff is adding up quick. lets just say for every case, plus contacts, adds up to a lot.
If you are so certain to tell us that there is not even a suspected case outside of confirmed cases, why all the meds getting passed around? Like to every nurse, dr and ambulance driver..contact, poultry dealer, butcher, or the next person that runs up with a cough or fever.

4.Until the source of infection has been identifiedit is expected that there will be further cases
Well, this sounds very dishonest. You mean to tell us..YOU DON'T KNOW THE SOURCE OF INFECTION? How about a hint? Does it walk on 2 or 4 legs? Have wings or a snout? Can it tell you it feels bad and can't breath?
77 Cases in a few weeks, but you don't know how its spread?? Give us a break! You hid this outbreak for 3 weeks!
How much longer do you expect people to believe there has been NO h2h? You don't know how it is spreading, but you expect more cases.
How do you know there will be more cases? NOT ALL CASES HAVE HAD CONTACT WITH CHICKENS, SO THAT THEORY IS OUT.

5...WHO does not advise special screening at points of entry with regard to this event, nor does it recommend that any travel or trade restrictions be applied..http://www.who.int/csr/don/2013_04_16/en/index.html
Why do you even say that? Have you ever even done it? Most of the surrounding countries are screening everyone OR SOON WILL BE.

Since your reports to the WHO are so vague and ambiguous, I took the liberty of writing one up for you.
It is good for 3 weeks. Then I will write you a new one.

 update statement for you

We expect more cases
But don't know where they are coming from.

There has been no H2H,
BUT THERE MIGHT HAVE BEEN, OR MIGHT BE, IN CERTAIN CIRCUMSTANCES.

In 1 month, 94 confirmed,31 dead, from a novel strain of bird flu,
almost all,"75%", in extremely severe condition.

H7N9 Is now in 8 provinces, HK and Taiwan.

There have been a few mild cases, some without any symptoms.

It will be gone by summer.

There will be a vaccine in 3 months.

Recommendations

Eat all the chicken and pork you can.

Wash your hands.

Take Tamiflu and stay home.

There is no sustained H2H that we know of..and we don't recommend any travel restrictions.
