Tulungagung (ANTARA News) - Hundreds of ducks Bendo village, District Gondang, Tulungagung, East Java, died suddenly with symptoms similar to bird flu.

GENEVA (Embargoed until 11 a.m. Geneva time on Monday 10 December, issued as received) - Speaking today at the opening session of the Meeting of States parties to the Biological Weapons Convention (BWC), the Director General of the World Organisation for Animal Health (OIE), Dr. Bernard Vallat, called for action against the rising threat that animal pathogens pose to the world’s security
Accidental or deliberate release of animal pathogens can have disastrous repercussions for public health, economies, and social stability because 60% of human infectious diseases originate from animals (zoonoses) and, infectious diseases of animals also cause huge losses to agriculture. Because of these impacts, most agents that can be used for bioweapons are animal pathogens.
Effective surveillance, early detection and rapid response mechanisms for animal diseases that comply with OIE international standards are the most effective defense against any infectious animal disease outbreak, whether the cause is natural, accidental or intentional. OIE Laboratory Standards for bio risk management will also protect against accidental release of pathogens from laboratories and guard against pathogens falling into the wrong hands.
Dr. Vallat said: “The best way to protect the entire world from rising bio-threats is to ensure that all national Veterinary Services comply with OIE international standards on quality. This must be a basis for bio risk management policies.”
Unfortunately today, the quality of surveillance and response mechanisms for animal diseases varies from country to country, and in our globalized world weaknesses in one country pose a threat to all others.
Today’s movements of people, animals and consumer goods enables the rapid global spread of infectious animal diseases: SARS, avian flu, mad cow disease, and Ebola are all examples highlighting the potentially disastrous consequences that animal pathogens can pose if they are not eliminated at their primary source.
“It is a shared responsibility of governments to use all means available and apply existing recommendations that we give to prevent and control animal diseases. This will reduce the significant risks that these pathogens present,” Dr. Vallat stressed. “All available channels for convincing all decision makers should be used in that objective,” he further said.
Destroying and sequestrating Rinderpest virus
In May 2011, OIE declared the global eradication of rinderpest, also known as ‘cattle plague’ because of its devastating impacts on livestock. One year after OIE’s declaration of global freedom the virus remains stored in dozens of laboratories across the world, and with disease no longer present in animals the only way a rinderpest outbreak could occur today is if virus escaped from a laboratory.
To ensure that the world remains free from rinderpest, OIE is calling on all countries to destroy remaining stocks of rinderpest virus or make sure that virus is transferred to an approved reference laboratory. The World Organization for Animal Health (OIE) and UN Food and Agriculture Organization (FAO) have also called a moratorium on research using the live rinderpest virus.
Rinderpest was arguably the first bio-weapon (used in the 13th century) and was amongst other animal pathogens to be developed for warfare during the 20th century.

Accidental or deliberate release of animal pathogens can have disastrous repercussions for public health, economies, and social stability because 60% of human infectious diseases originate from animals (zoonoses) and, infectious diseases of animals also cause huge losses to agriculture. Because of these impacts, most agents that can be used for bioweapons are animal pathogens.
Effective surveillance, early detection and rapid response mechanisms for animal diseases that comply with OIE international standards are the most effective defense against any infectious animal disease outbreak, whether the cause is natural, accidental or intentional. OIE Laboratory Standards for bio risk management will also protect against accidental release of pathogens from laboratories and guard against pathogens falling into the wrong hands.
Dr. Vallat said: “The best way to protect the entire world from rising bio-threats is to ensure that all national Veterinary Services comply with OIE international standards on quality. This must be a basis for bio risk management policies.”
Unfortunately today, the quality of surveillance and response mechanisms for animal diseases varies from country to country, and in our globalized world weaknesses in one country pose a threat to all others.
Today’s movements of people, animals and consumer goods enables the rapid global spread of infectious animal diseases: SARS, avian flu, mad cow disease, and Ebola are all examples highlighting the potentially disastrous consequences that animal pathogens can pose if they are not eliminated at their primary source.
“It is a shared responsibility of governments to use all means available and apply existing recommendations that we give to prevent and control animal diseases. This will reduce the significant risks that these pathogens present,” Dr. Vallat stressed. “All available channels for convincing all decision makers should be used in that objective,” he further said.
Destroying and sequestrating Rinderpest virus
In May 2011, OIE declared the global eradication of rinderpest, also known as ‘cattle plague’ because of its devastating impacts on livestock. One year after OIE’s declaration of global freedom the virus remains stored in dozens of laboratories across the world, and with disease no longer present in animals the only way a rinderpest outbreak could occur today is if virus escaped from a laboratory.
To ensure that the world remains free from rinderpest, OIE is calling on all countries to destroy remaining stocks of rinderpest virus or make sure that virus is transferred to an approved reference laboratory. The World Organization for Animal Health (OIE) and UN Food and Agriculture Organization (FAO) have also called a moratorium on research using the live rinderpest virus.
Rinderpest was arguably the first bio-weapon (used in the 13th century) and was amongst other animal pathogens to be developed for warfare during the 20th century.

It is the first of four annual Meetings of States Parties in the 2012-2015 intersessional programme leading up to the Eighth BWC Review Conference in 2016. The meeting will take stock of progress made since the 2011 Seventh Review Conference, including the work of the Meeting of Experts (Geneva, 16-20 July 2012), and will examine further steps to be taken to strengthen the implementation of the Convention and improve its effectiveness as a practical barrier against the development or use of biological weapons.

Update on event information
The most significant recent epidemiological development is the retrospective identification of novel coronavirus in
preserved biological samples from two fatal cases of severe pneumonia in Jordan in April 2012. The two cases
were part of a cluster of eleven cases with respiratory symptoms linked in time and space to a hospital near
Amman, Jordan. Eight of the cases in the cluster were healthcare workers. The two confirmed cases were reported
on 30 November 2012 through the Event Information Site for International Health Regulation Focal Points and in a
WHO press statement. A cluster of this size, especially when involving healthcare workers, raises questions about
the possibility of human-to-human transmission. It is important to note, however, that there are reports that some
or all of the nine non-fatal cases in the cluster were also tested for novel coronavirus, yet epidemiological
information about this remains limited.
ECDC, jointly with WHO, has mapped the capacity of virology reference laboratories in EU/EEA Member States with
regard to the novel coronavirus (RT-PCR/sequencing assay). So far, approximately 250 people have been tested
for the novel coronavirus in the EU since the first case was reported. Except for the two confirmed cases, which
were referred to the UK and Germany, none of the tests were positive. The results of this survey were published in
Eurosurveillance on 6 December 2012.

ECDC has published another update of its risk assessment on the novel coronavirus. Two cases in Jordan have retrospectively been confirmed. These additional cases have increased the geographical area in which transmission of the virus has occurred. The two fatal cases were part of a cluster of 11 patients with respiratory symptoms linked to a hospital. The limited information available about this outbreak does not allow for an assessment of whether human-to-human transmission has occurred or indeed whether the cases in this cluster had the same cause.
The ECDC risk assessment highlights that healthcare workers should be alerted to the possibility of attending to patients who meet specific characteristics which would require an investigation according to the WHO case definition. The new WHO recommendations favour the investigation of patients returning from the Arabian Peninsula or its neighbouring countries, but do not exclude the testing of patients with unexplained pneumonia in the absence of such travel. A specific serological test and seroepidemiological studies are needed to investigate the occurrence of mild and asymptomatic infections. The diagnostic capacity for novel coronavirus is adequate in the EU. This is confirmed by a newly published article in Eurosurveillance on the results of a survey undertaken by ECDC and WHO. The virus genome is in the public domain and mechanisms for sharing samples and diagnostic methods between countries and laboratories are in place. As of 4 December 2012, a total of nine laboratory-confirmed cases of severe pneumonia caused by the novel coronavirus have been reported to WHO. Five of the nine cases were fatal. Onset of disease was from April to October 2012 and all cases were resident in Saudi Arabia, Qatar or Jordan during the presumed 10 days incubation period. West Java Provincial Health Office destroyed bird flu affected chickens
Chairman of the Central Board (DPP) Himpuli, Ade M Zulkarnain, urged the government to stop the import of breeding ducks that have been done in Indonesia.
"Ducks imports must be stopped," said Ade told Reuters on Monday (10/12). According to him, the policy needs to be done to tackle bird flu outbreak that occurred in the past week.
Ade explained that the government must re-enable the poultry restructuring policy which had been halted.Digalakan massive restructuring program poultry from 2007 to 2010.

About 50 percent of the population of ducks in Indonesia have died from bird flu disease. The spread of the virus H5NI happened in the last ten days of the alleged existence of ducks imported.
Data from the Association of Local Poultry Farmers Indonesia (Himpuli) states, the total duck population is maintained rancher reach as many as 53 million birds.

Ban on Indian poultry overseas
Countries including UAE, Qatar, Oman, Bangladesh and Sri Lanka have imposed ban on import of poultry products from India due to bird flu and the government has asked Embassies overseas to take up the issue with the authorities concerned to lift the restriction, Parliament was informed today.
Meanwhile.. the Indonesian Entrepreneurs Association of Local Poultry has reported more than 300 thousand ducks died last week.

Japan suspends beef imports from Brazil
Japan, Asia's largest beef buyer, suspended imports of the meat from Brazil after a cow in Parana state tested positive for mad-cow disease.
"We suspended imports from Brazil as soon as an outbreak of BSE was confirmed," the Ministry of Agriculture, Forestry and Fisheries said in a statement, referring to bovine spongiform encephalopathy, or the brain-wasting disease known as mad cow

The cruise-ship arrived in Spain after four cases of bacterial meningitis had been reported among members of its crew.
The ship, which has 2,800 passengers onboard arrived after sailing from the Italian port of Liverno.
The four infected crew members, two of whom are said to be in a serious condition, are in hospital, while the passengers and remaining crew have all been prescribed antibiotics as a precautionary measure.

Philippine gov't tries to prevent disease outbreak in typhoon-hit areas
The Philippine government urged Saturday the people in the evacuation centers in typhoon ravaged-areas to keep their temporary shelters clean to prevent the spread of diseases.
Deputy presidential spokesperson Abigail Valte, in an interview over a state-run radio station, said that the Department of Health (DOH) is also doing everything to ensure the health of 212,000 individuals who have been staying in 291 evacuation centers after they were displaced by Typhoon Bopha (local name Pablo).
"The Department of Health is doing what it can in the evacuation areas to make sure that disease doesn't spread. But we also need the cooperation of the evacuees themselves to keep their areas clean," she said.

Free ride is over
Dear , FOREIGN and DOMESTIC GOV'TS, HOSPITALS, SCIENTIFIC ENTITIES AND GOVERNING HEALTH BODIES.
After reading my news for over 8 years, the time has come for some donations. I recently had a heart attack and can no longer work full time. To continue this site without some financial help is now going to be impossible.
Some of you may be happy about this and SOME of you will soon be searching for news in only a very few other places and even then, you will not get all available information. To keep the free flow of disease news flowing takes a lot of time..a LOT. As fast as I can find and post on these outbreaks, is as fast as you can get it.
This has actually become a free gov't and public service that I have never made a dime from. Now I am asking you for some help.
I always know most, if not all information on the web, concerning outbreak of disease, or outbreaks of violence and war news. Soon, if Syria uses some chemical weapons, I will be posting reports on that also..
If there are any interested parties, I am able to work on assignment or any specific disease outbreaks. Contact me thru Email for further info.
